This is typically the result of a low voltage situation at the controller. Areas to look at include:

Step 1 |
Check the voltage supplied to the controller from the vehicle. It should be between +11 and +32 volts. Do you have the proper voltage? | Go to step 2 |
Apply correct voltage and retest |
| Step 2 | Is the circuit heavily loaded? While the proper voltage is present there may not be sufficient current available. Plug the controller into an independent clean power source. Did this correct your problem? | Check vehicle power supply and repair as needed | Go to step 3 |
